NPIA welcomes new CEO and deputy CEO

Nick Gargan takes on the role of chief executive while the acclaimed agency welcomes newcomer commander Paul Minton to the joint role of deputy chief executive and chief operating officer.

Gargan’s appointment follows on from Peter Neyroud’s retirement from the police service last month.

Gargan first became deputy chief constable, deputy chief executive and chief operating officer of the National Policing Improvement Agency on 1 January last year, replacing Jim Barker-McCardle who was appointed as chief constable of Essex back in September 2009.

He was formerly responsibile for crime and criminal justice at Thames Valley Police. He joined the force in 2006 after a period on secondment with the National Criminal Intelligence Service having previously served with the Leicestershire Constabulary.

On his initial appointment with the NPIA, Gargan said: “The NPIA performs a vital function in supporting police forces and helping to maintain public confidence. It has a critical role to play in the coming years.”

Promotion from ACPO

From the Metropolitan Police Service, Minton moves to the NPIA on promotion from the Association of Chief Police Officers (ACPO) where he was seconded as chief of staff.

Minto has joined the NPIA as a deputy chief constable for the length of his 18-month secondment to the agency.

As a result of this change in leadership at the NPIA, the Chief Executive’s Office (CEO) directorate and Policing Policy and Practice (PPP) will separate. The agency’s new COO, Minton will take charge of PPP which includes Criminal Justice and Local Policing (CJLPU), cost-effectiveness and strategic operations.

For his part, Gargan will continue to head up the CEO directorate in addition to his role as Information Systems Improvement Strategy (ISIS) senior responsible officer.

As head of the CEO directorate, Gargan will lead the Strategy Group, Marketing and Communications and Equality, Diversity and Human Rights (EDHR) Groups.
