Indian Government Considers New Security Body for Airports Following Deadly Altercation

The Civil Aviation Ministry is reconsidering a proposal to replace Central Industrial Security Force (CISF) with an Aviation Security Force (ASF) after a head constable of the CISF was left dead following an altercation with Airports Authority of India (AAI) employees at Calicut airport.

The ministry brought up the proposal for discussion once again following the incident.

The United Progressive Alliance (UPA) government has previously mooted the proposal but it was met with opposition from the Home Ministry.

A senior official in the ministry said: “We discussed a lot of things related to the incident and ASF was also discussed. The incident is being inquired into and a preliminary report will be submitted soon.”

Another key discussion topic at the ministry, according to a ministry official, is the prospect of removing CISF from about 12 airports to cut down on costs. “This plan is independent of the Calicut incident and is being done to save cost of providing security at airports,” he said.

In the ministry’s opinion, the average cost can be brought down considerably by replacing CISF with ASF across all of the country’s 59 airports. CISF was entrusted with the responsibility of managing airport security in 1999 after an Indian Airlines flight, IC-814, was hijacked by terrorists.
