Talk of the town: ‘Mumbai Attacks – Two Years On’ conference at IFSEC India

Following the Mumbai 26/11 attacks in 2008, never before has it been more important for India to adopt a layered approach to security. Although various initiatives have been taken to enhance the capabilities of the security forces to efficiently manage the internal security situation in the country, much more needs to be done.

It is in this context that the landmark Homeland Security India Conference 2010, Mumbai Attacks – Two Years On, will discuss what are the lessons learnt and the actions taken to prevent a similar attack against India.

The Homeland Security India Conference 2010 will take place at the Bombay Exhibition Centre 23rd – 24th November 2010 alongside Homeland Security/IFSEC India 2010 (23rd – 25th November) which is the largest, fastest growing and most

successful security exhibition in India. The Conference provides the perfect platform for the Government of Maharashtra and the Ministry of Home Affairs to present and discuss the evolving measures being taken by the Union and State governments to counter the international terrorist threats facing India.

IFSEC is the world’s leading Security technology exposition and conference. This is the fourth time IFSEC is being held in India, after 30 years of continued success in the United Kingdom. Homeland Security Conference will have 6 sessions, with over 30 speakers from all over the world. In addition, there will be an Inaugural address by Maj. Gen. (Dr) J K Bansal, (Minister of State), Member, National Disaster Management Authority and Key-Note address by Mr. Chaggan Bhujbal, Former Deputy Chief Minister, Maharashtra. On the adjoining exhibit floor, over 280 leading Security vendors will showcase and demonstrate the latest in Security technology.

Tracing the History of Attacks

The spate of recent deadly terrorist attacks in different parts of India has adversely affected millions of people, economy and trade. Not so long ago, the security scenario revolved around extremist activities concentrated in a few areas of the country. Jammu and Kashmir, insurgency affected North Eastern states and Naxalism affected areas of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand and Orissa, were the areas where the security efforts could be targeted.

Today however the threats have moved out from these concentrated pockets to threaten the nation as a whole. Since 2001, deaths and injuries on account of terror attacks outside J&K have increased significantly.

A number of major terrorist incidents and bomb blasts in different parts of the country, characterized by the terrorist attack in Mumbai in 2008 reinforce the point that all parts of our country are threatened by the terrorism of today. Besides terrorism, there are other threats like communal tensions and violence and other sporadic incidents, which can affect public order and safety in any part of the country.

It is in this context that the landmark Homeland Security India Conference 2010 on security, Mumbai Attacks – Two Years On, will discuss what are the lessons learnt and the actions taken to prevent a similar attack against India.

Traditional security is not enough to defend against the latest avatar of terror. It is important for the country to recognize, however, that there is no “silver bullet” solution that can meet all its security needs. A multi-layered approach that includes depth and breadth of defence is the only way to meet the challenges and protect the country’s assets.
