CCTV images of convicted criminals to be used as deterent
In a new measure against crime, the council could give stills to the media to publish pictures of convicted criminals, along with details of their conviction, to send out a stronger message to prospective offenders.
Many district councils in the UK already release images captured on CCTV systems. With the consent of any victims involved, images may be used where public assistance is needed to identify a witness or perpetrator. In addition, images may be shown if there is a strong feeling that their release “would assist in the general prevention or reduction of crime or the fear of crime, provided that the images of individuals could not be easily identified,” the council said.
West Lancashire District Council believes that these new plans could further maximise the positive use of CCTV pictures. They feel that combating crime and the fear of crime will make the area even safer and more appealing for residents, workers and visitors.
Dave Tilleray, the Executive Manager of Community Services, is positive about the new concept: “The idea behind this latest policy is to maximise the benefits of our CCTV resources and reduce crime and the fear of crime.” He added, “We hope that it will enhance safety and security for our residents and will increase public reassurance. We also hope that it will act as a deterrent to perpetrators because we are watching you!”
A CCTV Images Committee has been established to run the project. This group’s aim is to determine, on a case-by-case basis, whether images should be released in accordance with the policy. They will take into account the seriousness of crime, relevant laws including the Human Rights Act 1998 and Data Protection Act 1998. They will also consider factors such as whether the publication of a still might endanger that person or their family, or whether it would prejudice any hope of future rehabilitation.
West Lancashire Council has demonstrated initiative in the past. Pioneering wireless technology is used to link over 40 cameras across the district. Working with the Police and the West Lancashire Community Safety Partnership, the district council monitors the cameras around the clock.
