Security round-up: January was by and large peaceful
The Union Home Minister, P. Chidambaram, presented the report card of the Ministry of Home Affairs for January in New Delhi on Monday.
Releasing the report, Chidambaram said, “The 62nd Republic Day was celebrated in the Capital and in all the States and Union Territories. No report of any untoward incident was received from any part of the country.”
In Jammu and Kashmir, the opposition party BJP attempted to take a yatra to Srinagar ostensibly to hoist the national flag at Lal Chowk, despite his appeal to the BJP leaders. Hence, they were removed to Madhopur in Punjab. On the next day, when they attempted to cross the bridge to Lakhanpur in J&K, they were detained and, subsequently, released on the afternoon of January 26. He complimented the Government of Jammu & Kashmir for handling the situation tactfully and firmly.
A delegation consisting of a number of organisations of the Bodos met Chidambaram on January 17 and requested that talks should be held with the NDFB. He assured them that the policy of the Government of Assam – which has the support of the Central Government – is to hold talks with various groups once the government is satisfied that violence, abduction and extortion have come to an end.
An Indian delegation visited Malaysia during January 5-6 for holding talks on a ‘Mutual Legal Assistance Treaty on Criminal Matters’ between India and Malaysia. The text of the treaty was finalized and initialed by both sides at the official level.
Internal Security
The Home Ministry held a meeting on January 10 with the Director Generals of Central paramilitary police forces (CPMFs) and DGs of the left wing extremist (LWE) affected states to review the security situation in those states. Subsequently, on January 17, 2011, a meeting of the Empowered Group of Officers was held in the Planning Commission to suggest the measures for accelerated development of LWE affected areas.
Meetings of the Joint Working Group and Home Secretary Level talks between India and Bangladesh were held from January 17 to 20 at Dhaka. The issues related to security, border management, border fencing, repatriation of prisoners, immigration, follow up of the Joint Boundary Working Group meeting, and enhancement of cooperation in the areas of smuggling of arms and narcotic drugs, Fake India Currency Notes (FICN), activities of extremists and terrorists, trafficking of women and children, etc. were discussed.
A sum of Rs. 227.50 crore was sanctioned to Indo-Tibetan Border Police (ITBP) for establishment of three Recruit Training Centers (RTCs) and one Counter Insurgency and Jungle Warfare School (CIJW). An in-principle approval was conveyed to the Central Detective Training School (CDTS), Hyderabad for the construction of New Training Block, Hostel and Gymnasium Building at a total cost of Rs. 15.4 crore.
Border Management
India-Bangladesh Border: Eight kms of fencing and seven kms of road works were completed in January, 2011 under phase II of the project. 19 kms of fencing were replaced in January, 2011 under phase III of the project. Poles for floodlighting were erected on a length of 40 kms and cables were laid on 20 kms stretch in January, 2011.
India-China Border: Construction of 21 roads totaling 653.40 kms is in progress. 6.73 kms of formation works and 0.32 kms of surfacing works were completed in January, 2011.
Coastal Security
In January, 2011, 7 boats were delivered and 13 more are ready for delivery. Against the target of 204 boats, 183 boats have been supplied so far. Delivery beyond December, 2010 amounts to slippage. Endeavour is being made to ensure completion of delivery of 204 boats by February, 2011.
Union Territories
The government has set up a Security Commission under the chairmanship of the Union Home Minister for UTs other than Delhi and another Security Commission under LG, Delhi for the NCT of Delhi. Approval was conveyed to UTs of Daman & Diu and Dadra & Nagar Haveli for implementation of pay scales and service conditions to the teachers of Government Polytechnics.
